The Ethereum Foundation has published its first unified Hegotá EIP tier list while setting a longer-term objective of making Ethereum’s Layer 1 quantum-resistant by December 2029. The update gives developers a more structured view of which proposals currently carry the strongest internal support, while keeping the final composition of the Hegotá upgrade open.
In its official protocol priorities update, the Foundation said the Protocol Cluster released a tier list covering all 62 EIPs proposed for Hegotá alongside a broader assessment of Ethereum’s emerging technical priorities. The ranking is intended to inform upgrade scoping rather than determine automatically which EIPs will ship.
Ethereum Ranks 62 Hegotá Proposals
The exercise involved roughly 60 researchers, engineers and domain specialists from all nine teams within the Protocol Cluster. Participants submitted 397 individual tier grades before proposals with significant disagreement were discussed collectively. The process combines individual technical assessments with cross-team discussion, giving the Foundation a consolidated view of priorities across different areas of protocol research.
Publishing the rankings adds transparency to a process that ultimately requires trade-offs between competing improvements. Hegotá proposals span multiple areas of Ethereum development, meaning implementation complexity, security implications and engineering resources all influence prioritization. A high tier therefore signals strong interest rather than guaranteed inclusion in the fork.
The Foundation explicitly described the tier list as one input into the wider Hegotá scoping process. Ethereum’s upgrade roadmap remains driven by testing, client readiness and broader developer consensus, leaving room for individual proposals to move as technical understanding develops.
Quantum Resistance Becomes a 2029 Target
The accompanying priorities document places Hegotá within a much longer technical roadmap. The Foundation identified a quantum-resistant Ethereum L1 by December 2029 as a strategic destination, signaling that cryptographic resilience is being treated as a multi-year protocol objective rather than an emergency migration.
That target does not mean Ethereum’s current cryptography is considered broken or that a quantum-resistant transition is immediately required. Instead, the 2029 goal provides a planning horizon for research and protocol changes that may need to be introduced progressively, allowing developers to address dependencies before quantum risk becomes operationally urgent.
The Foundation will continue discussing the priorities publicly, including through a Reddit AMA scheduled for September 16 at 14:00 UTC. Community discussion adds another layer to the process before Hegotá’s final scope is settled, particularly for proposals where technical trade-offs remain contested.
For now, the most important development is the formalization of Ethereum’s internal priorities. The Hegotá tier list turns dozens of competing EIPs into a structured roadmap signal, while the 2029 quantum-resistance target places those near-term decisions inside a broader evolution of Ethereum’s base layer.
