Binance Expands Withdrawals After $6.3B Hack

Realistic semi-illustration of a secure crypto exchange vault with phased network nodes lighting up to show recovery

Binance has expanded cryptocurrency withdrawals for a second time as the exchange works through the operational aftermath of its roughly $6.3 billion security breach. In its latest official recovery update, Binance said additional withdrawals began reopening progressively from 04:00 UTC on November 3, with each asset activated only after security and readiness checks are completed. Deposits remain open and were not affected by the withdrawal suspension.

The latest phase significantly broadens the initial November 1 rollout. Binance is restoring additional assets across BNB Smart Chain, Ethereum, Solana, XRP Ledger, Sui, Arbitrum, Optimism, Tron and Base. The list includes USD1, FDUSD, LINK, ONDO, PUMP, RENDER, JUP, RLUSD and dozens of other tokens, alongside all bSTOCKS on BSC. The exchange explicitly warns that inclusion in the announcement does not mean every asset becomes withdrawable at the same time, because activation is occurring progressively as individual network-asset pairs clear internal checks.

Withdrawal Recovery Extends Beyond Major Assets

Binance’s first phase prioritized major assets including BTC, ETH, BNB, SOL, XRP, ZEC, DOGE, USDT and USDC across 15 networks. The exchange says prioritization is based partly on withdrawal demand observed during the preceding week. The November 3 expansion moves the recovery beyond core liquid assets into a much larger group of tokens whose wallet and network infrastructure must be restored separately.

That phased structure matters because an exchange withdrawal system is not a single rail. Different assets depend on separate wallets, blockchain nodes, signing processes and operational controls. Binance recently experienced a separate Futures market-data disruption that affected price and candlestick updates, illustrating how individual exchange systems can fail or recover independently. Restoring one network therefore does not establish that every custody and withdrawal path across the platform has returned to normal.

Binance has simultaneously been rebuilding the assets affected by the theft. Its November 2 recovery update says approximately 95% of the impacted amount has been covered using company resources, with BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC backed at a minimum of 1:1 in the October 31 Proof of Reserves snapshot. That follows a reserve framework under which Binance had already reported full or excess coverage for major customer assets. The remaining 5% consists primarily of less-liquid tokens that Binance says require more time to source at sufficient scale.

Reopening Does Not Mean Recovery Is Complete

The exchange’s emergency resources are also relevant to how the losses are being absorbed. Binance previously converted its $1 billion SAFU reserve entirely into Bitcoin, while the company says the current incident’s financial impact will ultimately be borne by Binance rather than passed to customers. Asset replenishment, however, is different from recovering stolen funds from the attacker, and the exchange continues working with law enforcement and blockchain intelligence firms on that separate process.

The latest Proof of Reserves provides additional visibility but has limits. Users can independently verify inclusion of their balances through Binance’s Merkle-tree and zk-SNARK system, while another snapshot covering more tokens is scheduled for November 4. Proof of Reserves demonstrates backing for covered balances at a specific point in time; it does not independently establish every corporate liability or replace a full financial audit.

Binance’s recovery has therefore moved beyond the initial reopening but remains incomplete. The measurable progression is from 15 core network routes on November 1 to a substantially broader asset set on November 3, while the remaining withdrawal pairs and final 5% of affected assets continue through separate recovery processes.
